In April 2010, several instrumental retail partners and members of the Los Angeles Police Deparment, Commercial Crimes Division, created the Los Angeles Area Organized Retail Crimes Association to combat Organized Retail Crime and other crimes impacting the business community. LAAORCA primarily served Los Angeles and the surrounding cities but the need to assist the underserved region of California was paramount. On June 13, 2019, the California Organized Retail Crimes Association (Cal-ORCA) was created to address the needs of California and bridge the gap between retail and law enforcement. In 2021, the California Retailers Association assumed the role of managing Cal-ORCA.
